To get trading cards for a game, you just have to play it. You can get half of the trading cards just by running the game. (Takes about 30 min per card).
If you manage to get an entire set, you can get some cool things for the chat and your steam profile. Cool things like emotions, a background image, show off your badges, coupons, advertise your items for trade. The more sets you get, the more you can show off. TF2 sets are probably the easiest set to get.
By default you get 5 TF2 cards. For ever $9 you spent in the TF2 store, you would get another card.
If you own portal 2, you can use those cards to obtain a bunch of TF2 cards.
HL2 should get you a bunch as well. There are a bunch more game cards possible and even more coming in the future.
BTW, you MUST be premium, and it has to be fully. You will need to buy an item from TF2.
